Resolution Calling for the Creation of a Technology and Software Review Task Force

RESOLUTION NO. 19

WHEREAS, the Union’s effectiveness depends on secure, reliable, and modern technology supporting membership management, contracts, communications, organizing, finances, and governance; and

WHEREAS, evolving cybersecurity threats and technological standards require continuous evaluation and modernization to protect member data and maintain operational efficiency; and

WHEREAS, InTune, built on Microsoft Access, no longer satisfies current expectations for security, compatibility, scalability, or enterprise-level performance; and

WHEREAS, modern cloud-based and integrated database systems offer significant opportunities to improve transparency, coordination, organizing capacity, efficiency, and cost control; and

WHEREAS, smaller and less-resourced Locals are disproportionately impacted by technological limitations and require stable, secure systems to serve members effectively; and

WHEREAS, modern, user-friendly technology strengthens organizing efforts and aligns with the expectations of younger musicians entering the profession; and

WHEREAS, a comprehensive review led by representatives with practical experience at both the International and Local levels would help ensure that future technology investments are strategic, fiscally responsible, and aligned with the Union’s long-term mission;

Resolution Calling for the Creation of a Technology and Software Review Task Force

THEREFORE, BE IT RESOLVED, that this Convention directs the International Executive Board (IEB) to establish a Technology and Software Review Task Force to assess InTune and related database systems, technological infrastructure, cybersecurity practices, and associated policies; and

BE IT FURTHER RESOLVED, that the Task Force shall include representatives from the International office, Local leadership, and individuals with expertise in information technology, cybersecurity, data management, and systems implementation; and

BE IT FURTHER RESOLVED, that the Task Force shall solicit structured input from Locals regarding operational challenges, inefficiencies, and unmet needs; and

BE IT FURTHER RESOLVED, that the Task Force shall examine best practices among comparable labor organizations and nonprofit institutions; and

BE IT FURTHER RESOLVED, that within a timeframe established by the IEB, the Task Force shall submit a written report outlining:

  1. The suitability of current database platforms used by the International and Locals for storing sensitive member information;
    • Cybersecurity risks and vulnerabilities;
    • Scalability, backup procedures, and disaster recovery readiness;
    • Compliance with applicable data protection and labor laws;
  2. Opportunities for modernization, integration, or migration to secure, sustainable enterprise-level systems;
  3. Prioritized recommendations for upgrades, replacements, policy changes, training initiatives, and long-term strategic planning; and
  4. Estimated costs, implementation considerations, and potential funding strategies; BE IT FINALLY RESOLVED, that the International Executive Board shall review the Task Force’s findings and determine appropriate next steps, including implementation planning, budget proposals, and consultation with affiliated Locals or future Conventions.
